Hand brake lever pin fastening clamp.
Slides into the groove on the end of the pin fastening it to the centering support on the floor.
Pin itself is also available. The pins have a tendency to self machine on the sheet metal where they slide through the body. So if yours has done this, it needs replaced or you will have slop in the handle and difficulty acheiving proper tension of the brake cables.
